My sister is leaving NYC to join the Navy at age 28. One would think it's to protect this great country, but really she joining to play the basson in the Navy band. And moving to RI. She has a masters and is this good?

She should join the Old Navy band. It still sucks, but you get free cargo pants, and that lady with the big glasses goes down on every new "recruit".
